Suggestion to Require Storage Facilities for Nuclear Waste

The Science Council of Japan has recently suggested that as a pre-condition for restarting any reactor that utilities should set up nuclear waste facilities to store waste for at least 30 years.  The suggestion is that this would allow for more time in which to develop long term nuclear waste solutions.
