Tony De Brum, foreign minister of the Republic of the Marshall Islands has recently sought to initiate a suit in the International Court of Justice (ICJ) against China, the Democratic People’s Republic of Korea, France, India, Israel, Pakistan, the Russian Federation, the United Kingdom of Great Britain and Northern Ireland, and the United States in order to force them to fulfill their obligations regarding the ending of the nuclear arms race and nuclear disarmament. Article discusses difficulties of not only obtaining a ruling but also of enforcement, with only some countries being legally bound to ICJ decisions.
