Radioactive Waste Left in Limbo; Local Authorities Avoid Filing Paperwork for 3,600 Tons

Municipal governments are not reporting radioactive waste that exceeds the national standards for radioactivity in five prefectures, out of concerns that they will have to bear the responsibility for storage and out of fears of being designated as a contaminated area.  Part of the problem is that solutions for long term storage of waste have yet to be determined.
